Pact welcomes Christian Bowman as Chief Human Resources Officer
Pact, a leading nonprofit international development organization, is pleased to welcome Christian Bowman as Chief Human Resources Officer. Bowman, a leading human resources professional in the international development sector, will oversee all aspects of human resources for the global nonprofit’s more than 1,300 employees worldwide.
“Christian’s ability to balance technical expertise with empathy has been instrumental in developing policies and programs tailored to local contexts while advancing organizational goals. He will be an outstanding partner in shaping and implementing a human resources strategy that supports Pact’s global and U.S.-based teams in achieving our mission,” said Emily Taylor, Pact’s Chief Operating Officer.
At Pact, Bowman will lead a team of human resources professionals focused on recruitment and retention, talent management, compensation, benefits and culture, among other areas. He will also be an important champion of organization-wide efforts to cultivate a diverse, equitable and inclusive workplace, in alignment with Pact’s core values of respect, integrity and inclusion.

Bowman has more than 25 years of experience in the international development sector leading the human resources function for complex for-profit and nonprofit organizations. Mostly recently, he was the Vice President of Talent & Culture at Freedom House. Prior to that, he was Managing Director of Human Resources at Chemonics and held senior HR leadership roles at FHI 360, Creative Associates, RTI International, AED and the International Rescue Committee.
Bowman’s first day at Pact was January 6, 2025.
