Pact welcomes Emily Taylor as Chief Operating Officer
Pact recently welcomed Emily Taylor as Chief Operating Officer of the global nonprofit. As COO, Taylor oversees the organization’s considerable global operations across more than 40 countries and is an integral member of the organization’s executive team.

At Pact, Taylor will oversee the day-to-day administrative and operational functions of the organization. She will ensure our teams are collectively working in the most efficient and effective manner to support our growing global network of projects that are integral to fulfilling our mission to build solutions for human development that are evidence-based, data-driven and owned by the communities we serve.

Taylor is an experienced and trusted leader in international development who has led all aspects of management, budget and operations for nonprofit and public organizations, including in complex environments and crisis situations. She comes to Pact from Freedom House, where she served as COO. Prior to that, Taylor worked at the U.S. Department of State, the Office of Management and Budget and the Millennium Challenge Corporation as well as holding leadership positions at nongovernmental organizations.
Taylor’s first day at Pact was November 1, 2024.
