Establishing a shared due diligence approach for responsible Madagascar mica mining and sourcing

This event is planned as part of the 2024 OECD Forum on Responsible Mineral Supply Chains. It takes place on Thursday, May 23 from 11:15-12:45 (Paris time) in the event Auditorium.

Micas are key minerals in our electronics, automobiles, cosmetics and paints. The global demand for mica is growing in line with the growth of the market for electrical vehicles. Yet its production by about 20,000 artisanal and small-scale miners in Madagascar, accounting for 10% of global supply, is beset with unsafe and poor working conditions, low pay and child labor. The country is also ranked 49 out of 120 countries on the Fragile States Index, placing it under ‘warning’ and just outside of ‘alert’ for vulnerability to state collapse and becoming a high-risk area. This partner session, led by Pact in collaboration with the Responsible Mica Initiative and Terre des Hommes Netherland, will examine ongoing efforts to improve responsible mica production and sourcing in Madagascar against OECD Due Diligence Guidance and other international frameworks. The panel includes representatives of the Malagasy Government, Association of Mica Exporters, a downstream private company and project implementation partners to hear directly from local stakeholders from across the value chain and discuss the practical steps underway to address the development challenges and risks in mica mining. 

The panel will focus on three themes: 

  1. Stakeholder coordination on policy, regulations and due diligence for responsible mica production
  2. Upstream and downstream engagement and financing on ASM formalization and standard setting
  3. Community-led interventions addressing child labor and other supply chain risks
