Emma Willenborg

Livelihoods Manager


Emma has nine years of experience in international development including in food security and livelihoods analysis, cash transfer programming, and economic development. Prior to joining Pact in November 2021, Emma worked for the World Bank to design, implement, and evaluate social safety net programs in Haiti and Madagascar. In previous positions, she has conducted livelihoods assessments to inform food security monitoring for the Famine Early Warning Systems Network (FEWS NET) project and contributed to agricultural policy development for the Ministry of Agriculture in Liberia. Emma served as a Peace Corps Volunteer in Madagascar where she worked alongside farmers, schools, and artisan associations to design and implement community economic development initiatives. She has a master’s degree in Global Human Development from Georgetown University and a bachelor’s degree in Economics from Grinnell College.
