Promise and accountability for locally led development: Lessons and recommendations from Pact’s global engaged communities assessment

Locally led development has become increasingly important to the development assistance sector over the last 20 years. While there is some consensus on what it means, the varied approaches taken by funders and implementers suggest that there is more work to be done to align commitments and expectations. This report includes Pact's results, lessons, and recommendations from our experience implementing a global assessment using our Engaged Communities Accountability Commitment Tool (ENACT).
